This is in a garage of a problem child of mine. I can't tell what it is / was. Thoughts?

Looks like your standard "P" handle truck ya got there... Pretty common. Probably Northern Industrial; the nicer Vestils and such, they have the plates that come out to keep your stuff out of the wheels. They also have bit studier braces on the axles. I say this one could probably load out around 450-500 pounds. Just a guess though, so don't go quoting me on that.
